Seems like a perfect opportunity for them. from Weismart's blog

Yeah it certainly has to Phantasy Star Online 2 Meseta do with basically different body rigging about the new outfits, along with insufficient resources (time and money) to update rigs on current outfits. Contemplating everything Sega is performing in the pictures overhaul, there is no way this limitation would be set up if it had been a simple fix. And there a quite a great deal of outfits, particularly on JP side. I really hope they just slowly update clothes over time especially the exclusive ones out of the item codes and collabs. I wouldn't mind if they make them in a separate NGS scratch when it will induce them to do this. This is really wonderful. I really do hope though that they slowly upgrade the aged PSO2 Outfits and Layered wears to allow finger movement down the line. I can understand them not doing it straight off given all the NEW NGS things they would want to promote, but I am hoping I don't have to double down on say,"Classic" Exagia Arms and"NGS" Exagia Arms, or things like"Classic" Duskwake Regalia set and an"NGS" Duskwake Regalia set just to have moving fingers.

Seems like a perfect opportunity for promote them to you as Scratch things and call them the"GVS" models or something. I've worked in the market in the past and rigging palms up is not hard work, the matter is how many costume things would need to be modified without a monetary justification. Plus giving people fully working items with all the advantages (on what's essentially a new game) could deincentivise players purchasing the"new" stuff. Yeah. However, with recolors and sell them as new rather than giving us the capability to recolor them freely. And the ones that you could recolor prices buying scratch things for a shade pass.

Personal speculation: PSO2 has been ported to PSO2 Meseta for sale the NGS motor to keep players occupied involving NGS content releases. No new content will probably be released for it outside of cosmetics, of which will all be obtained/ported from NGS events/scratches to get people to perform with that. It'll be removed after a couple of years after all of the players have migrated and the only people in the PSO2 blocks are diehards holdouts/nostalgia. Probably. It's a brand new game so chances are like some other Online RPG the initial release won't have much about an endgame for those players who hit max level on day 1. It'll be nice to just switch cubes anytime I wanna hit up an old UQ though. There's never a reason not to see magatsu.
